
The Party committee system is the fundamental system for the CPC to lead the people’ army. In November 1931, Wang Ming mistakenly cancelled the party committees at all levels in the Red Army. After the victory of the war of resistance against Japanese aggression, the Shanxi-Hebei-Shandong-Henan Bureau of the CPC Central Committee decided to establish the CPC committees at all columns and brigades. The CPC Central Committee fully approved such practice and experience and issued in February 1947 the Instructions on Organizing Party Committees in the Army, and in July the General Political Department issued the Draft Regulations of the PLA Party Committee (First Draft), which is the first regulation on the Party committee work in the PLA history. In September 1948, Mao Zedong drafted the decision on Improving the Party Committee System for the CPC Central Committee. According to the Draft (First Draft) and Mao Zedong’s instructions, the Party committee system was quickly restored and improved in the whole army, which held great significance for strengthening the Party’s absolute leadership over the people’s army and ensuring the fulfillment of various tasks by the army.
The Draft (First Draft) was presented in 1959 by the Preparatory Committee Branch of Wuhan Military Command for the celebration of the tenth founding anniversary of New China.
