The CPC Central Committee and the central government regard the establishment of a strict reporting system for instructions as an important measure to strengthen organizational discipline and overcome such phenomena as undisciplined anarchy, localism and guerrillaism. In the late period of the liberation war, the revolutionary situation picked up a lot and our victory across the country was in sight. In order to concentrate all power that must or can be concentrated by the central government, Mao Zedong organized an educational campaign against anarchy and undisciplined state. In 1959, it was transferred by the Yan’an Military Sub-command of the former Lanzhou Military Command to the Military Museum.
