Born in Zhenping, Henan, Peng Xuefeng (1907-1944) was engaged in revolutionary work in Beijing and other places when he was young. Later he was director of the No.1 Bureau in the headquarters of the First Front Army, commander of Column Four of the Eighth Route Army, and he filled other positions too. After the Southern Anhui Incident in 1941, he was appointed commander of the fourth division of the New Fourth Army and of the Huaibei military command. On September 11, 1944, Peng Xuefeng was on the frontline commanding the battle to recover Balizhuang in Xiayi county of Henan province, and was shot in the chest. The CPC Central Committee presented him a elegiac couplet that read "Fighting for the nation and the people through 20 years of dedication; Aspiring for liberty and equality by defeating Japanese aggressors and traitors". The CPC Huaibei committee renamed Yongcheng county Xuefeng county in memory of him.
They were transferred by Henan Museum and the Woyang Military Service Bureau of Anhui to the Military Museum in 1959.
